Joseph W. Torre is a Partner in HDRB&B’s Criminal Defense and Litigation Departments. As a former prosecutor with more than a decade of courtroom experience, Joe concentrates his practice at HDRB&B on criminal defense and a wide range of civil matters including business litigation and employment litigation. 

Before joining HDRB&B, Joe served in the Bergen County Prosecutor’s Office overseeing complex multi-jurisdictional investigations and prosecutions. His expertise in matters involving white-collar crimes, violent crimes, and organized criminal activity culminated in the successful prosecution of many high-profile cases, most notably the homicide trial State v. Sui Kam Tung, which was showcased on NBC’s Dateline: “The Room Downstairs.”

In his most recent role as the Chief of Intelligence and Counterterrorism, Joe oversaw the collection and analysis of intelligence information, as well as the prosecution of criminal and terrorist activity in Bergen County, often in collaboration with the New Jersey and New York Federal Bureau of Investigation Joint Terrorism Task Forces (JTTFs). In 2019, Joe was the recipient of the FBI Director Award for outstanding record in prosecution through combined efforts with the FBI. His contributions have also influenced state and county-level policymaking, particularly in the areas of risk management and behavioral threat assessment.

Prior to joining the Prosecutor’s Office, Joe gained significant experience in private practice representing individual and corporate clients in criminal, commercial, and business litigation, where clients found him to be a dedicated and trusted representative both in and out of the courtroom.

Joe’s extensive experience in investigative strategy, tactics, and procedures make him exceptionally skilled in conducting detailed and highly sensitive internal corporate investigations and steering clients through complex regulatory and criminal cases brought by federal and state governments. Known for his equanimity and relatability in the courtroom, Joe possesses an innate talent for transforming complex legal theories and dense fact patterns into engaging, comprehensible stories that resonate with both jurors and judges. As a seasoned trial attorney, Joe is able to present highly persuasive arguments in a poised manner, while employing emphatic courtroom tactics to secure the best possible outcome on behalf of his clients.

Joe earned his J.D. magna cum laude from Seton Hall University School of Law and received his B.A. from Villanova University. Joe is an active member of the New Jersey State and Bergen County Bar Associations. He is also a graduate of the Justice Morris Pashman American Inn of Court.
